take a class, a few if u can
and read up on tattooing online (not how to!!! but about history and the industry) and wherever else you can , get some magazines if you cant afford subscriptions just go to barnes and nobles and read through them the people there can care less lol.
as far as drawing you can pick up some books there too , oh yeah and check out a site called deviant art there are some amazing artists on there and alot of them have created tutorials on drawing just about everything in every medium. watch some vids on youtube (sometimes just watching someone draw helps a ton) but if you really havent drawn much i would hold off on drawing faces until you get a grasp on beginners concepts like shading because you will just get frustrated .
oh and flash is the sheets that have collections of drawings on them meant to be transferred into a tattoo. google it (i think my mentor would have gone crosseyed if i asked him that) its hanging up in most shops for you too look at... while im on the subject dude spend some time in your shops talking, looking around, make some friends, get some tattoos! if you havent yet. my favorite place to hang out at your age was a tattoo shop (if your intimidated to walk in and just start talking, catch them on a smoke break and talk , show interest)
