Needles, ink, machines, hand speed... It depends on what you're tattooing, the skin, the piece, the style... Lots o' variables. Most needles from most suppliers in the configurations which work best for your style at the time work well... It ain't necessarily the needle magic makin' the tattoo. Although poop needles don't help...

I've never used a textured liner, I've used textured shaders. The theory behind it is that the needles have a porous surface that holds pigment better, I personally can't tell a difference.
I've used unpolished needles that required you to lightly dip them in vegetable oil (do not attempt with WD-40 machine type oils, vegetable oil is non-toxic and effective), then fold the tips into a cotton swab, slide them into a sterilization pouch. Those were the best I've ever used but are a pain in the ass to make.
If you don't use the oil properly, the needles will rust which makes them useless. If you use too much oil it will penetrate the pouch and make a mess.
